EU experience includes: Team Leader/Leading Expert positions in St. Lucia, Albania, Poland, Moldova and Ukraine; and, short-term assignments in Estonia, Kazakhstan and Moldova.
USAID experience includes: Chief of Party positions in Ukraine/Moldova and Albania; and, short-term assignments in Moldova, and Gaza and West Bank.
Other Donor assignments include: ADB in the Philippines and Shanghai, China; DFID in Liaoning Province, China; and, UNIDO in Sudan
A recent assignment was as SME Finance and BSPs Consultant on the EU’s SME Support in the Rural Sector Project in Moldova, which ended in December 2007.
During 2008 he was working with a team of UK investors on a potential major tourism investment in Kepi Stillos in Southern Albania. He also assisted a US contractor in research on the preparation of a project proposal for Albania, and has prepared a questionnaire used on a DFID project in Iraq.
From November 2008 to November 2009 he has been Team Leader on an EU: Sector Policy Support Programme (SPSP) Identification and Formulation Study – Supporting the preparation of the Sector Budget Programme of the EC to the Republic of Moldova for the National Action Programme 2009 or 2010. This includes conducting an analysis of the current situation in the area of economic stimulation in rural areas and making recommendations for the next steps targeted at the Government of Moldova and international donors.
In Aprl May 2009 he contributed to a proposal for a PFM project in Georgia, and in June/July 2009 to a proposal for an SME Competitiveness project in Albania.
In November and December 2009, he was Team Leader on the EU TA to Rural Enterprises for Accessing Credit and Competitiveness Enhancement in St. Lucia. This included making recommendations on MSME credit providers(particularly credit unions), Business Services, and Policy Formulation and Implementation.
